Client and Visitor Commenting and Notification on Invoices
Clients can view comments on invoices. The experience has a few layers of permissions that are detailed below:

Anyone who views an invoice via an email link can comment. The comments are not editable. They do not need to be logged in. Any logged-in client can comment.
- Invoice email recipients are notified by default whenever someone comments on the invoice (unless the agency has hidden the comment from the client).

Staffing agency admins get notified when a client comments on any invoice, except comments they make themselves.
- Staffing agency read-only users only get notified when someone comments on an invoice they had previously commented on.

A staffing agency admin can select internal comments to make visible to the client.
- If visitors and clients have unsubscribed they will not recieve email notifications. All email notifications include a Manage Subscriptions link.
- Comments are batched by Cartwheel for visitors, clients, and users.
